Background
The Cold Weather Plan provides guidance on how to reduce the impact that severe cold weather has upon health, raises public awareness about winter health related issues and triggers actions in the NHS, Social Care and other community organisations to support vulnerable people.
Brief
Design and layout the Cold Weather Plan as a companion publication to the Heatwave Plan.
Solution
Taking inspiration from a Japanese ice screen, the design uses shards of imagery to suggest both the harsh winter weather and the effects of winter illness on the lives of vulnerable people.
